Destron mutant Chameleon shoots Yuki Joji, but Kazami Shiro takes the bullet. Soon Shiro becomes unable to control his strength and becomes a menace. Meanwhile, Chameleon's human form uses a naive country girl to ensnare the vulnerable Shiro. In order to remove the Vatal Bullet from Shiro's skull, they must infiltrate Destron's Tokyo outpost.
